Is it safe to preview HTML I received from someone else?

Yes for this page: the preview renders inside a sandboxed iframe that is isolated from the rest of the site, so embedded scripts cannot read your cookies or alter the tool page. Still, treat unknown code cautiously — “Open in New Tab” runs it in a normal tab.

Can I preview a full HTML document with <html> and <head>?
